Looks you has collected another case:

when bbs system copy sysop bulls to his P-mail box (to give attention of sysop),
but sysop rarely or never read/clear collected fo him P-mails, its happens too, hi.

Then after delivery time expires bbs'es "mail deamon" generate an non-delivery reply to the originator
of that P-message. And of course originator could be even every one person, who sent some bull to sysop@ww.

Its very barely could be counted as software bug, I'm think.
The only possible option (for that very busy sysop's, hi) to disable info-copy of sysop bulls to his p-mail box.
